Who We Are
másLabor is a business-to-business consulting firm and the nation’s leading provider of comprehensive H-2A and H-2B services. Thousands of U.S. businesses, across all 50 states, rely on our professional expertise to achieve optimal results year after year.
másLabor was established in 2003 by Libby Whitley, whose leadership experience includes two decades in Washington, D.C. advocating on behalf of agricultural and other seasonal employers. In 2022, the company merged with AgWorks H2, LLC, a Georgia-based H-2A and H-2B provider that ranked among the nation’s largest. Together, the companies obtain labor certifications for over 70,000 foreign workers per year — more than the next three service providers combined.
másLabor serves on the National Council of Agricultural Employers (NCAE) Executive Committee, and is a Seasonal Employment Alliance (SEA) founding member. Furthermore, we are a preferred service provider for members of the following organizations.

Chris Ball
CEO
Chris Ball was named Chief Executive Officer of másLabor in October 2024, following an extensive nationwide search for the company’s next leader. With over 30 years of experience in the supply chain and logistics industries, Chris has a proven track record of growing and scaling multiple businesses. Bringing a wealth of expertise in strategy, technology, M&A and general management, Chris will guide másLabor through its next chapter. Chris holds a B.S. in Business Management from Strome College of Business, and an MBA from Kennesaw State University – Michael J. Coles College of Business.

April Pish, Esq.
President
April Pish is the President of másLabor and AgWorks. April is responsible for helping lead the company forward in growth and operational excellence. April brings nearly 20 years of experience in the staffing and legal services industry. She has a B.A. in English from James Madison University and a J.D. from New York Law School.

Ellen Hendley
Executive Vice President, AgWorksH2
Ellen started with AgWorksH2 over 20 years ago, mastering her craft under Dan Bremer. She has been involved in all aspects of the business including management, information technology, lobbying, international worker coordination, marketing, human resources and labor law compliance assistance. Ellen graduated from Valdosta State University with a Bachelor of Business Administration in Accounting.

Tom Bortnyk
SVP of Development & General Counsel
In addition to overseeing the company's legal department, Tom serves as a technical advisor to the company, its clients, and the industry at large on policy and regulatory matters. He has been a featured speaker for numerous trade organizations and associations on compliance and other visa-related topics. Tom has a B.S. in International Affairs from Florida State University and a J.D. from Washington & Lee University School of Law in Virginia.

Richard Keeth
SVP of Business Management
Richard Keeth is másLabor's Vice President and H-2 Business Manager, with primary responsibilities that include business development, personnel management, and overseeing the company’s H-2A and H-2B client service processes. He has a B.S. in International Affairs and Political Science from Florida State University. Previously, Richard worked as an analyst and consultant for Koch Industries, Inc.

Meg Swab
Chief of Staff
Meg Swab is the Chief of Staff of másLabor and AgWorks. She manages cross-departmental initiatives, enhances our service offerings, and provides cross-functional executive support and leadership. Prior to joining másLabor, Meg worked in professional sports for the Miami Marlins, intercollegiate athletics at the University of Virginia, and luxury retail packaging. Meg has a B.A. in Spanish from the University of Virginia.
